I agree with FAM that $400 is too much for a garden bed, but it's hard to tell what's going on behind those leaves to see how to make it. A Google search for vertical garden kits brings up a passle of much more reasonably priced schemes, many of them hydroponic; googling "vertical wall garden kits" elicits a number of sites, some with clues to how to make one yourself.
